Environmental Risk Scoring Methodology & Official Federal Data Sources

FullPropertyReport.com compiles and indexes 3,230,651 U.S. EPA-regulated facilities across all 50 states, the District of Columbia, and Puerto Rico. Our goal is to translate dense federal regulatory tables into a clear, proximity-weighted screening report for homebuyers, renters, real estate agents, and investors.

1. Primary Federal & Spatial Data Sources

  • U.S. EPA ECHO (Enforcement and Compliance History Online): 5-year inspection histories, quarters in non-compliance (QTRS_NC), Significant Non-Compliance (SNC) flags, formal enforcement actions, and assessed monetary penalties.
  • U.S. EPA Facility Registry Service (FRS): Master facility coordinates, NAICS/SIC industrial classifications, and cross-program registry identifiers.
  • Resource Conservation and Recovery Act (RCRA): Permitted hazardous waste generators, treatment/storage/disposal facilities (TSDFs), and corrective action handlers.
  • Toxics Release Inventory (TRI): Industrial facilities reporting annual toxic chemical releases to air, water, or land.
  • FEMA National Flood Hazard Layer (NFHL): Real-time spatial point queries against FEMA's official flood hazard polygons (Special Flood Hazard Areas Zone A/AE/V vs. Zone X).
  • U.S. EPA Map of Radon Zones: County-level and state-level indoor geologic radon potential classifications (Zone 1: >4.0 pCi/L, Zone 2: 2.0–4.0 pCi/L, Zone 3: <2.0 pCi/L).

2. Facility Risk Score (0–100) & ASTM Distance Rings

Each regulated facility is assigned a composite score from 0 to 100 and categorized into HIGH (64–100), MODERATE (30–61), or LOW (6–28) tiers based on: active SNC or violation status (+30 to +42 pts), quarters in non-compliance (up to +24 pts), formal enforcement actions (+12 to +22 pts), assessed federal penalties (+10 to +28 pts), and program hazard classification (TRI chemical releases, RCRA hazardous waste, fuel tank/UST sectors, and chlorinated dry-cleaning solvents).

Property grades (Grade A through Grade F) weight facilities by their radial distance from the target parcel following standard ASTM E1527-21 screening buffers: 0.00–0.125 miles (adjoining parcels & vapor intrusion buffer), 0.125–0.25 miles (local UST & waste generator buffer), 0.25–0.50 miles (LUST/brownfield buffer), and 0.50–1.0+ miles (regional industrial buffer).
